DESCRIPTION: The design team is working with the Hawaii Department of Public Safety (PSD) and Department of Accounting and General Services on the planning and design of the Women’s Community Correctional Center (WCCC) Expansion project in Kailua on the Island of Oahu. This project will expand housing, replace the aging administration building, and develop a new intake center at the existing WCCC. The WCCC is the only women’s prison in Hawaii and is being expanded to allow for transfer of all female inmates currently housed in overcrowded, deteriorating facilities located at other State institutions. Currently Hawaii PSD’s largest capital improvement project, expansion of the WCCC is an important step towards the eventual replacement of other facilities.

PCI provided design for the low voltage and security electronics systems for this project, including fire alarm, data/telephone, CATV, touchscreen/door control, intercom and paging, duress alarm, access control, CCTV, and UPS systems.

Humboldt County Juvenile Facility

Humboldt County Juvenile Facility

DESCRIPTION: This project facilitates the expansion of the existing juvenile facility by removing a portion of the existing out-of-date facility and building a new housing unit adjacent to the existing unit, to provide a facility that will provide education and other programming in a setting conducive to learning while maintaining a safe and secure atmosphere.

The new juvenile hall is 19,500 square feet (SF) facility on approximately 0.6 acres out of a 3+/- acre county owned site. The new juvenile Facility will include housing space for 30 juveniles, administrative and support services, a control room, education rooms, health services, food services laundry, visitation, public spaces, and an intake and booking space.

PCI provided low voltage security electronics (LVSE) design services for this facility. Low voltage security electronic system design included door control, intercom and paging, closed circuit television (CCTV), and control interface to electrical systems.

Bonner General Health EES Replacement

DESCRIPTION: PCI provided design and construction administration services for the replacement of the Essential Electrical System (EES) in this occupied 25 bed Critical Access Hospital.

The electrical design consisted of a new generator, generator pad, transformers, automatic transfer switches, uninterruptible power supplies, electrical switchboards, distribution panels, and branch circuit panels.

Additionally, the facility’s CT Scan imaging equipment was added to the EES system to enhance reliability of this equipment.

PCI served as the Prime Consultant on this project.

DESCRIPTION: PCI provided Construction Administration for the security electronics systems on this 138,000 square foot, 376 bed jail, of which 32 beds are dedicated to medical and mental health in a specialized housing unit. Services included modifications of the design documents (original documents were by others), field site inspections, punchlist reports, and testing of the security electronics systems.

DESCRIPTION: The County received SB863 funds to construct a new facility adjacent to the existing Butte County Jail. The project will consist of the design and construction of new adult detention housing units to accommodate 96 inmate beds, a new medical/mental health unit to accommodate 38 inmate beds, as well as housing units to include small and large group programming space. The new jail facility will be approximately 45,900 square feet of building space on a ~4.62 acre site, located just north of the main jail. Low voltage security electronics system design consists of a touchscreen/PLC based door control, closed circuit television (CCTV), digital intercom and paging, access control, and uninterruptible power supply systems. The access control and CCTV system are integrated with the existing campus systems for continuity between facilities.

Providence Holy Family Hospital Critical Switchboard Replacement

DESCRIPTION: PCI had recently completed a master planning project to prioritize replacement of normal and emergency power infrastructure at the hospital.

This project was an emergency project that resulted from the failure of a critical automatic transfer switch (ATS) serving the entire hospital including the acute care portion, of which, this was one of the items identified in the study.

The existing 1960’s era critical switchboard and ATS were close to failure and needed to be replaced as this equipment served the acute care hospital. Additionally, the hospital was cited for non-compliance as numerous normal power loads were intermixed with the critical branch. PCI designed new Normal, Critical, Equipment, and Optional Standby switchboards, associated automatic transfer switches, and redesigned the existing generator switchboard for code compliance.

DESCRIPTION:This highly innovative project for Ag Energy included the design of the electrical and generation system for a containerized, portable biomass energy system designed for the agricultural industry. The Renewable Electricity System (RES), combines proven gasifier and generator technologies with modern automation and control systems to produce a mobile, autonomous power generation plant.

This system produces de-centralized power utilizing waste organic matter from high yield farming operations to produce sustainable energy. The RES system reduces energy use and operational costs, while producing renewable power, and effectively solving the farmer’s field residue surplus problem by converting the field residue waste stream into a valuable commodity.

The system is comprised of 336 Itek Energy 300 Watt modules. Power is converted by 4 SMA America 24000TL inverters and is connected to the Avista grid at 480 volts, 3 phase. The system offsets their utility usage by 132,000 kWh saving the City almost $14,000 per year.

DESCRIPTION: The project includes developing bridging documents, work plans, system layout, and preliminary design documents for renovation and expansion of the existing Rountree Medium Security Facility to be used for the expansion of 64 additional beds, new program space, new perimeter fencing systems, and new intake and sallyports on the existing jail campus.

Now known as the Rountree Detention and Reentry Facility, the new and improved detention center combines education, vocational training, and rehabilitation services under one roof, with semi-private living areas for inmates and increased access to a variety of social and rehabilitative services.

Documents were provided for the following systems: movement door control systems; campus CCTV system; campus digital intercom and paging systems; data/telephone infrastructure; inmate telephone systems; video visitation systems; audio-visual systems; perimeter fence detection systems, and fire alarm systems.

The system offsets their utility usage by 154,000 kWh saving the City almost $16,000 per year. The system will be used for the Science, Technology, Engineering and Mathematics (STEM) program to teach students about renewable and solar photovoltaic energy.
